Introduction to Right to Information (RTI)
The 1992 Constitution, Article 21 (f) grants every Ghanaian the right to information regarding public sector affairs and governance in general. It is against this backdrop that Parliament passed The Right to Information ACT, 2019 (Act 989) which His Excellency, the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo assented to on 21st May, 2019.
The RTI ACT 989 promotes transparency and accountability by empowering people to access information on central and local governments as well as non-governmental organizations, which are publicly funded.
The Energy Commission therefore recognizes the importance of the RTI law to foster a culture of transparency and accountability in public affairs particularly in a democratic society like Ghana.
Application to access information
In accordance with Section 18 of the RTI Act, 2019, application to access information within the Energy Commission can be made in writing or orally.
Application in writing must satisfy the following:
- Addressed to the Information Officer of the Energy Commission.
- Contain sufficient description or particulars to enable the information to be easily identified.
- Indicate the form and manner of access required.
- State the capacity of the applicant to the satisfaction of the information officer to whom the application is made, if the application is made on behalf of another person.
- State the name of the applicant, an address to which a communication or notice can be sent.
- Provide identification of the applicant.
- To be signed by the applicant.

Applications may also be submitted in person at the reception of the Energy Commission with a valid ID card.
