REQUEST FOR EXPRESSION OF INTEREST
CONSULTANCY SERVICES FOR THE DEVELOPMENT OF REGULATION FOR ELECTRIC VEHICLE CHARGING IN GHANA

1. BACKGROUND

The Energy Commission (EC), as part of efforts to create responsible and sustainable electricity demand in the country, embarked on a Drive Electric Initiative (DEI) in 2019, in collaboration with the Ministry of Energy to introduce electric vehicles in Ghana. The Commission is promoting the adoption of electric vehicles to create demand and drive the productive utilisation of the excess electricity supply in the system. The DEI is an innovative move by the Commission in achieving an increase in electricity demand sustainably to match supply as a way of partially addressing the electricity generation over capacity, prevent Ghana from becoming a dumping ground for internal combustion engine (ICE) vehicles which are becoming outmoded in the European Union and other countries and to usher in an era of green and sustainable technology for the future and help to deal with environmental pollution as vehicular population grows.

2. OBJECTIVE OF THE ASSIGNMENT

The objectives of the assignment are;

a) To develop charging regulations that will help to
i. enforce set standards
ii. ensure conformity with international regulations in the EV market
iii. establish the requisite legal and regulatory framework for conformity
iv. ensure compatibility
v. guard against factors that affect the health and safety of consumers

3. SCOPE OF WORK
The consultant will undertake the following to achieve the objectives of the assignment;

i. Develop the charging regulations for EV charging station.
ii. Facilitate the review of charging regulations through stakeholder consultation workshop. The consultant will include the public sector & private sector players in the field of EVs in Ghana, Non-governmental Organizations (NGOs), and Civil Society Organizations.
iii. Review of the regulations on EVs charging infrastructure by Steering Committee
iv. Lead the review of regulations by EC technical committee for onward submission to Parliament.
v. Lead the review by Parliament and further approval processes with support from the Energy Commission.

In view of this, the Energy Commission invites proposals from eligible Consulting firms with rich experiences and knowledge to provide consultancy services for the above assignment.

5. ELIGIBILITY
An eligible Consulting firm shall possess and provide the following documents/information:

I. Letter of interest
II. Profile of Consultancy experience and relevant capabilities
III. Valid Business Registration Certificate
IV. Valid Tax clearance certificate with a copy of receipts of payment
V. Valid PPA Supplier Registration Certificate
VI. Curriculum Vitae (CV) of experts with the requisite capability and experience to successfully deliver such assignment
VII. Evidence of similar activity carried out within the last three (3) years
VIII. A signed statement of integrity
IX. Any other information relevant to the assignment

6. Consulting firms will be shortlisted for the next stage of procurement process based on the above-mentioned eligibility criteria.

7. Interested Consulting firm may obtain further information at the Procurement Unit, 1st floor room no.104 from 11th July, 2023 during working hours (9:00am to 4:00pm).

8. Interested Consulting firm must submit one original and four photocopies of the Expression of Interest marked “Consultancy Services for the Development of Regulation for electric vehicle charging in Ghana” and must be delivered to the address below before or on 21st July,2023 at 09:59am.
