1. The Ministry of Energy of the Republic of Ghana has received financing from the Government of the Swiss Confederation represented by the Swiss State Secretariat for Economic Affairs (SECO) hereinafter called the Donor toward the cost of the Net-Metered Solar PV (NMPV) Project, and intends to apply part of the proceeds toward payments under the contract for the Ghana Solar Photovoltaic-Based Net Metering Project, within the framework of the Ghana Mini-Grid and Net-Metering Project.
2. The Ministry of Energy of the Republic of Ghana, represented by the Scaling Up Renewable Energy (SREP) PIU now invites sealed Bids from eligible Bidders for the procurement of up to 12,000 low voltage (LV) single phase, three phase direct connected and three phase CT connected smart net energy meters to be delivered in 3 batches and used by Distribution Utilities in Ghana. The beneficiaries of these smart meters will be the Distribution Utilities located in Tema and Tamale.
3. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Africa Development Bank’s Procurement Framework approved on October 14, 2015, and is open to all eligible bidders as defined in the Procurement Framework.
4. Interested eligible Bidders may obtain further information from Address 1 below (the SREP Coordinator, Ministry of Energy).
5. The bidding document in English may be obtained by interested eligible Bidders upon the mandatory submission of a written application to the address below and upon payment of a nonrefundable fee of 0 USD (the tender documentation will be available for free on the electronic procurement platform). The document will be sent by e-mail or electronic procurement system.
6. Bids must be delivered to the Address 2 below on or before 10th January, 2024 at 10:30am (10.30 Hours GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on the date of bid submission.
7. All Bids must be accompanied by a Bid-Securing Declaration.
