Electricity Market Oversight Panel (EMOP) is established by the Energy Commission, as mandated by regulation 16 of the Electricity Regulation 2008 (L.I. 1937) to supervise the operation and administration of the Wholesale Electricity Market (WEM) and to carry out its functions independent of the Transmission Utility. The EMOP advises the Energy Commission regarding the operation and administration of the WEM.
FUNCTIONS OF THE ELECTRICITY MARKET OVERSIGHT PANEL (EMOP)
The regulation 18 of the law (L.I. 1937) outlines the functions of the EMOP as follows:
- to monitor the general performance of the market administration functions of the Utility,
- to ensure the smooth operation of the wholesale electricity market,
- to review the operations of the wholesale electricity market and studies related to the development of the market,
- to review procedures, manuals and electricity market rules for the operation of the wholesale electricity market,
- to monitor pre-dispatch schedules,
- to resolve disputes referred to it by market participants in respect of transactions in the wholesale electricity market,
- to ensure the effective and consistent application by the Utility of the rules and standards of the wholesale electricity market,
- to ensure the long-term optimization of hydro-electricity supply sources in the country,
- to make appropriate recommendations to the Commission in respect of the Panel’s functions, and
- to perform any other function conferred on it by the Commission
MISSION
The mission of EMOP is to institutionalize a fully functional, well administered contestable Wholesale Electricity Market in Ghana where there is fairness and transparency, to boost investor confidence and drive efficient operations of market participants in an effort to provide adequate, safe, efficient and reliable electricity to support the socio-economic development of Ghana.
VISION
The vision of the EMOP is to make the Wholesale Electricity Market of Ghana, a model and benchmark market structure in Africa.
STRATEGIC OBJECTIVES
- Ensure adequate, reliable and competitively priced electricity on the Market.
- Ensure Improvement of availability of existing power plants.
- Establish a mechanism for optimizing the hydro resources of the country.
- Facilitate commercial viability of market participants.
- Facilitate operations of market participants on sound commercial lines.
- Ensure efficient, fair and competitive market to attract private investment to the sector.
- Ensure consistency in the application of market rules by the Utility and strict compliance of its provisions by market participants.

INAUGURATION
The Electricity Market Oversight Panel was officially inaugurated with the eleven member panel sworn into office by the Minister for Energy on 22nd December 2017. At the inauguration, the minister tasked the EMOP to prioritize the optimization of the fast depleting hydro resources of the country, ensure the finalization of the various manuals and other governance documents of the WEM and work hard to restore confidence in the power sector of Ghana to attract the needed investment.

EMOP SECRETARIAT
The day-to-day administration of EMOP is co-ordinated by the EMOP Administrator. The Administrator operates from a Secretariat established by the Energy Commission with officers to assist in the day to day administrative and operational activities of the EMOP.
