ENERGY SECTOR RECOVERY PROGRAMME (ESRP)
The Ghanaian energy sector is currently not financially sustainable without significant reform. To achieve financial sustainability of the state-owned energy utilities (SOEs) and facilitate an efficient and reliable energy sector, the Government of Ghana (GoG), through Cabinet at its fifty-third meeting held on Thursday, 9th May, 2019, approved the Energy Sector Recovery Program (ESRP). The ESRP is a comprehensive recovery program identifying the policies and actions needed for financial recovery in the energy sector over a five (year) time horizon (2019-2023). The ESRP includes specific timelines and quantified impact assessments for implementation of Action Items.
The purpose of publishing this document is to create awareness with and improve transparency for stakeholders in the energy sector, including the people of Ghana. The implementation of the ESRP will be supervised by the Energy Sector Task Force (ESTF), an inter-ministerial committee which has already been constituted and is chaired by the Senior Minister.
